SEEKS STATUS REPORT FROM COMMISSIONERATE AND RURAL POLICE BESIDES DIRECTIONS OF REGISTRING CASES

JALANDHAR, MAY 29-(NIN NEWS):
 
Deputy Commissioner Ghanshyam Thori today asked the police department to register FIRs against as many as 99 colonizers under the Punjab Apartment and Property Regulation Act (PAPRA) for developing illegal colonies in the district in the last two years. Of these, 12 colonies fall within the jurisdiction of commissionerate police while remaining 87 in areas under SSP Rural.

The Deputy Commissioner who is also holding the additional charge of Chief Administrator of Jalandhar Development Authority (JDA) has sent a compiled list of unauthorized colonies that camp up during the last two years along with letters sent by the JDA to lodge FIRs against the owners of these colonies. The JDA had written to both Commissionerate and Rural Police about the mushrooming of illegal colonies falling within its jurisdiction; now both the authorities were asked to inform as to what action have taken on the reported illegal colonies, said the deputy commissioner.

 The DC said that the commissionerate and Rural Police have been directed to ensure registration of FIRs against the colonizers mentioned in the comprehensive list, if not lodged so far and intimate the district administration of the action taken by the police. He further mentioned that the applications of the colonies mentioned in the list were dismissed by the JDA on account of not depositing requisite fee and documentation under the regularization policy, following which the police department was time to time asked to take legal action as per the provisions of PAPRA Act.
 

Mr. Thori reiterated that administration would leave no stone unturned to rein in the practice of unauthorized colonization in the district as a drive against such activities has already been launched by the authorities concerned with an illegal colony that was recently razed down in village Dhadda. He said that these colonies not only caused huge loss to the state exchequer but also inflicted fraud on the people as residents of these colonies suffer problems due to the lack of basic infrastructure like electricity, road, drinking water, sewerage system besides others. He said that concerned colonisers can contact Estate Officer Chander Sekhier on his mobile number 8196040008 for any query with respect to regularization of their colonies.

ਰੇਡ ਤੋਂ ਇੱਕ ਦੋ ਮਹੀਨੇ ਤੱਕ ਦਫ਼ਤਰ ਵਿੱਚ ਕਰਿੰਦੇ ਅਤੇ ਏਜੰਟ ਨਹੀਂ ਦਿਸੇ ਸਨ ਤੁਸੀਂ ਕਹਾਵਤ ਤਾ ਸੁਣੀ ਹੋਵੇਗੀ ਕਿ
ਕੁੜ ਮੁੜ ਬੋਹੜ ਥੱਲੇ ਆ ਗਈ ਹੈ। ਹੁਣ ਵੀ ਪਹਿਲਾਂ ਤਰਾਂ ਕਈ ਕਰਿੰਦੇ ਸ਼ਰੇਆਮ ਦਫ਼ਤਰ ਵਿੱਚ ਬੈਠ ਕੇ ਬੇਖੌਫ ਹੋ ਕੇ ਸਰਕਾਰੀ ਆਈਡੀਆਂ ਚਲਾ ਰਹੇ ਹਨ। ਅਤੇ ਏਜੰਟਾਂ ਦੀ ਆਓ ਭਗਤ ਕਰ ਰਹੇ ਹਨ। ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਕੁਝ ਪ੍ਰਾਈਵੇਟ ਕਰਿੰਦਿਆਂ ਨਾਲ ਮਿਲ ਕੇ ਕਲਰਕਾਂ ਨੇ ਇੱਕ ਨਵਾਂ ਹੀ ਤਰੀਕਾ ਲੱਭ ਲਿਆ ਹੈ। ਜਿੱਥੇ ਕਿ ਪਹਿਲਾਂ ਸ਼ਰੇਆਮ ਪ੍ਰਾਈਵੇਟ ਕਰਿੰਦੇ ਸਰਕਾਰੀ ਦਫ਼ਤਰ ਵਿੱਚ ਬੈਠ ਕੇ ਆਈਡੀਆ ਚਲਾਉਂਦੇ ਸਨ ਹੁਣ ਉਹ ਆਪਣੇ ਵੱਖ-ਵੱਖ ਟਿਕਾਣਿਆਂ ਤੇ ਬੈਠ ਕੇ ਬੇਖ਼ੌਫ਼ ਹੋ ਕੇ ਆਈਡੀਆ ਚਲਾ ਰਹੇ ਹਨ ਜੇਕਰ ਕਲਰਕਾ ਦੀ ਆਈਡੀ ਦਾ ਆਈਪੀ ਐਡਰੈਸ ਅਤੇ ਪ੍ਰਾਈਵੇਟ ਕਰਿੰਦਿਆਂ ਦੇ ਮੋਬਾਇਲਾਂ ਦੀ ਲੋਕੇਸ਼ਨ ਦੀ ਜਾਂਚ ਕੀਤੀ ਜਾਵੇ ਤਾਂ ਆਪ ਦੁੱਧ ਦਾ ਦੁੱਧ ਅਤੇ ਪਾਣੀ ਦਾ ਪਾਣੀ ਹੋ ਜਾਵੇਗਾ। ਪ੍ਰਾਈਵੇਟ ਕਰਿੰਦਿਆਂ ਵਿੱਚੋਂ ਬਾਹਰ ਬੈਠ ਕੇ ਆਈਡੀਆਂ ਚਲਾ ਰਹੇ ਕਰਿੰਦਿਆਂ ਦਾ ਨਾਮ ਇਸ ਤਰਾਂ ਹੈ।

(1) ਮੋਟਾ ਜਿਹਾ ਪਗੜੀਧਾਰੀ ਜੋ ਕਿ ਬਿੱਟੂ ਦੇ ਨਾਮ ਨਾਲ ਮਸ਼ਹੂਰ ਹੈ। ਜੋ ਕੀ ਦਫਤਰ ਦੇ ਅੰਦਰ ਨਵੀਆਂ ਆਰ. ਸੀ ਵਾਲੇ ਕਮਰੇ ਵਿੱਚ ਬੈਠ ਕੇ ਸਰਕਾਰੀ ਆਈਡੀ ਚਲਾਉਂਦਾ ਸੀ ਜਿਸ ਦੀ ਏਜੰਟਾਂ ਨਾਲ ਵੱਡੇ ਲੈਵਲ ਤੇ ਸੈਟਿੰਗ ਹੈ ਜੋ ਕਿ ਇਹ ਵਿਜੀਲੈਂਸ ਦੀ ਰੇਡ ਤੋਂ ਬਾਅਦ ਦਫ਼ਤਰ ਵਿੱਚ ਨਹੀਂ ਬੈਠੇਆ। ਅਤੇ ਬਾਹਰ ਬੈਠ ਕੇ ਹੀ ਸਰਕਾਰੀ ਆਈ ਡੀ ਚਲਾ ਰਿਹਾ ਹੈ।

जालंधर (NIN NEWS): पंजाब प्रैस क्लब के चुनाव का मामला पिछले 6,7 महीनों से लटका हुआ हैं।पंजाब प्रैस क्लब के चुनाव को लेकर हुए धांधली को जालंधर पूर्व डीसी घनशम थोरी के समक्ष उजागर किया था लेकिन जालंधर पूर्व डीसी द्वारा मामले को दबाया गया और समय पर दोबारा चुनाव होने नही दिया। अब इस मामले को नए डीसी जसप्रीत सिंह के समक्ष रखा गया था ।

डीसी जसप्रीत सिंह ने मामले को दो दिन के भीतर हाल किया जाएगा परंतु आज 7 दिन बीत जाने के बाद भी डीसी ने मामले को गंभीरता से नहीं लिया और पंजाब प्रैस क्लब के मामले में चुप्पी साधी हुई है। मौजूदा डीसी के इस अनदेखा मामले को देखते हुए जिले के समूचे पत्रकार भाईचारे में रोष पाया जा रहा है। जालंधर जिले के अलग अलग पत्रकार संगठन अब एक मंच पर आ गए है। जहा सभी पत्रकार संगठन एक मंच में आए वही एक विशेष बैठक की जिसमे फैसला लिया गया कि अगर मामले को हल नहीं किया गया तो 27 जुलाई यानी कि कल डीसी कार्यालय का घेराव किया जाएगा। बैठक में यह भी फैसला लिया गया शहर के अलग अलग जगहों पर चक्का जाम किया जाएगा जिसकी सारी जिम्मेवारी जिला प्रशासन की होगी।

DIRECTS LINE DEPARTMENTS TO INITIATE PROMPT ACTION AS AND WHEN RECEIVED ANY INFO REGARDING FLOODS & OTHER EMERGENT SITUATIONS

JALANDHAR, (NIN NEWS) The District Administration has fully geared up to tackle any sort of exigency in case of floods and heavy rains in rainy season with completion of all five cleaning of drains and nine works to strengthen embankment of rivers especially Satluj.

Apprising the Chief Secretary V.K. Janjua through video conferencing about the current status of flood protection works in the district, Deputy Commissioner Jaspreet Singh said allotted works had already been completed while the dressing works at two locations Danewal and Jhandi Peer were also on its last leg. The Deputy Commissioner also informed that a team of State Disaster Response Force (SDRF) comprising 46 officials had been stationed at local Punjab Armed Police complex, which could be rushed to places where buildings were collapsed, protection & safe evacuation of people from flood hit areas etc. The Deputy Commissioner said the team was also disseminating the requisite information about the Do’s and Don’ts in case of floods, thunderstorm and lighting for safety and security of people.

Raking up issue of further strengthening the said unit of SDRF, Jaspreet Singh impressed upon that this unit could be bolster by giving further financial assistance. He said the number of officials in this unit could also be increased as this team often deployed at the sites of natural calamity not in Jalanshar but also in Doaba region.

Meanwhile, the Deputy Commissioner also directed the line departments to initiate prompt action as and when they would come to know about any incident and floods, if any, during rainy season. He also asked the Powercom and Forests Department to immediately remove electricity poles and trees fell during unabated rains and high winds. The Deputy Commissioner also pointed out that necessary and elaborated arrangements had already been made under flood protection activities.

बैठक में पंजाब प्रेस क्लब जालंधर चुनाव के मसले को विचारा गया

डीसी ने माँगा दो दिन का समय

जालंधर(NIN NEWS), पंजाब प्रेस क्लब जालंधर का मुद्दा लगातार सुर्ख़ियों में बना हुआ है । इस मुद्दे को लेकर आज साँझा मीडिया मंच ने एक विशेष बैठक की। बैठक में उपस्थित सभी प्रेस एसोसिएशन ने सर्व सम्मति से मता पास किया गया कि यदि डीसी जालंधर ने दो दिनों के भीतर प्रेस क्लब का मसला हल नहीं किया तो सोमवार को पंजाब प्रेस क्लब में लोकतंत्र की बहाली के लिए संघर्ष तेज किया जायेगा। कार्यकारी प्रधान लखविंदर जोहल पंजाब प्रेस क्लब में लगातार अपनी मन मर्जी कर रहा है। जिसका पत्रकारों में भारी रोष दिखाई दे रहा है । जिला जालंधर का प्रशासन पंजाब प्रेस क्लब के मसले में चुप धारण कर बैठा है। बैठक में फैसला लिया गया कि अब पंजाब के सभी जिलों के अलग -अलग प्रेस एसोसिएशन एक मंच मीडिया साँझा मंच के बैनर के निचे एकत्र होंगे और लोकतंत्र बहाली के लिए सोमवार को संघर्ष तेज किया जायेगा।         

बता दे कि कि लगभग 6-7 महीने पहले पंजाब प्रेस क्लब की प्रधानगी को लेकर विवाद हुआ था और पुराने प्रधान लखविंदर जोहल द्वारा धांधली की कोशिश की गई थी। उसके बाद ऐक्शन कमिटी ने विधिपूर्वक चुनाव करवा कर प्रेस क्लब को अपने हाथ में ले लिया था और वरिष्ठ पत्रकार सुनील रुद्रा को प्रधान की कुर्सी पर बिठा दिए गए थे। मामले को उलझता देख डीसी घनश्याम थोरी द्वारा फिर से चुनाव करवाने का आश्वासन दिया गया था और पुरानी बॉडी को रोज़मर्रा के कार्य सँभालने को कहा था लेकिन 6-7 महीने बीत जाने के बाद भी मसला ज्यो का त्यों है । इस मामले को लेकर पत्रकार वर्ग काफी बार डीसी और ऐ.डीसी को मिले परन्तु डीसी ने मामले को ज्यादा गम्भीरता से नहीं लिया। आरोप यहाँ तक है कि पूर्व डीसी घनश्याम थोड़ी और लखविंदर जोहल की मिलीभगत के कारन प्रेस क्लब के मामले को लटका दिया गया। राजेश थापा ने कहा कि आज इसी मुद्दे को लेकर नवनियुक्त डीसी साहेब को मिले और मुख्यमंत्री भगवंत मान के नाम से दोबारा डीसी को याद ज्ञापन सौपा । डीसी साहेब ने पत्रकारों को दो दिन का समय दिया और कहा कि मसले को दो दिन के भीतर हल किया जायेगा। वही राजेश थापा ने कहा यदि दो दिन में प्रेस क्लब का मामला हल नहीं किया गया तो समूचे जिले के अलग – अलग मंच एक जुट होकर जालंधर में संघर्ष करेगी ।     

वरिष्ठ पत्रकार अपने तमाम साथियों सहित फिर से पंजाब प्रेस क्लब में की जा रही मनमानी को लेकर नवनियुक्त डी सी से मिले। डीसी साहेब को बताया गया कि किस तरह से प्रशासन के रोक लगाने के बावजूद कार्यकारी प्रधान लखविंदर सिंह जोहल अपनी मन मर्जी कर रहे हैं । नाज़ायज़ रूप से लखविंदर सिंह जोहल खुद को प्रधान बता कर लोकतंत्र की हत्या कर रहे है । लखविंदर सिंह जोहल प्रेस क्लब में अपनी मनमानी कर रहा है जबकि उसे प्रशासन ने सिर्फ कार्यकारी प्रधान नियुक्त किया था।

वरिष्ठ पत्रकारों  ने कहा कि आम लोगों का भरोसा सिर्फ और सिर्फ मीडिया पर ही रहता है। लेकिन वही मीडिया आज खुद अपने स्वयंभू प्रधान लखविंदर जोहल के अनोखे कारनामे के कारण पुरे विश्व  में बदनाम होता हुआ नजर आ रहा हैं जो कि तमाम मीडिया जगत के लिए शर्मनाक हैं। अगर मीडिया स्वयंभू प्रधान भी जबरदस्ती फैसले थोपने लगे तो लोकतंत्र का क्या होगा ? मीडिया ही एक ऐसा क्षेत्र है जहाँ लोग भरोषा करके अपनी बात को सार्वजनिक करते है पर जो हालात लखविंदर सिंह जोहल ने पंजाब प्रेस क्लब में पैदा कर दिए हैं तो मीडिया कैसे अपनी साख बचा पाएंगे जब लोगों का भरोषा ही टूट जायेगा ?

वरिष्ठ पत्रकार शैली अल्बर्ट ने कहा कि लखविंदर जोहल खुद को प्रधान घोषित कर क्लब में अपनी मनमानी कर रहा है जो उन्हें भविष्य में भारी पड़ सकती है | उन्होंने कहा कि पत्रकारों के इतिहास में लखविंदर जोहल शायद वे पहला व्यक्ति होंगे जिन्हे हिटलर का ताज पहना दिया जायेगा।

राजेश थापा ने सवाल उठाया कि जो लोग अवैध रूप से क्लब के सदस्य बनाए गए जिनका पत्रकारिता से कोई सम्बन्ध नही उनका वोटर सूचि में नाम क्यों है ? उन्होंने पूर्व डीसी को दिए बयां अनुसार नवनियुक्त डीसी को भी कहा कि सही वोटर सूचि तैयार करके जल्द चुनाव करवाए जाएँ। उन्होंने कहा कि लखविंदर जोहल प्रशासन को गुमराह कर रहा है।    

वरिष्ठ पत्रकार मैहर मालिक ने कड़े शब्दों में चेतावनी देते हुए कहा कि अब पानी सर से ऊपर जा चूका है और जल्द लखविंदर जोहल की हिटलरगिरि निकाली जाएगी। विकास मोदगिल और बिट्टू ओबेरॉय ने कहा कि लखविंदर जोहल को प्रशासन ने सिर्फ और सिर्फ कार्यवाहक प्रधान चुनाव होने तक बनाया था परन्तु क्लब का दुर्भाग्य है कि आज वो स्वम्भू प्रधान बन गए है |

राजीव धामी ने कहा कि पंजाब प्रेस क्लब में लोकतंत्र बहाली के लिए उनकी एसोसिएशन हमेशा पत्रकार वर्ग के साथ खड़ा है व हमेशा खड़ा रहेगा।  उन्होंने कहा कि अगर दो दिन के भीतर मसला हल नहीं किया गया तो  पंजाब भर के सभी एसोसिएशन मिल कर बड़े स्तर पर सोमवार को आवाज बुलंद करेंगे ।

Following tough stance adopted by Jalandhar Administration led by Deputy Commissioner Ghanshyam Thori against the illegal colonies, Jalandhar Development Authority (JDA) has received revenue worth Rs. 8.10 lakh from developers whose applications were lying pending with the department for regularization of their colonies.

Divulging the details, Deputy Commissioner-cum-Chief Administrator JDA Ghanshyam Thori said that on Tuesday a total of Rs. 8.10 lakhs have been deposited by two colonisers whose applications were under process for granting approval by the authorities. He said that the administration has already taken serious view against the mushrooming of illegal/unauthorized colonies by asking police department to lodge FIR against such 99 colonies which camped up illegally.

The DC said that these illegal colonies not only caused huge loss to the state exchequer but also inflicted fraud on the people as residents of these colonies suffer problems due to the lack of basic infrastructure like electricity, road, drinking water, sewerage system besides others. He also reiterated administration’s commitment to taking stern action all such illegal activities.

Meanwhile, he also appealed to colonisers to immideatly approach JDA to complete their under procedure applications by depositing requisite fees and other documentation to the department failing which their applications would be rejected and legal action would also be initiated against them. He further stated that the concerned developers can contact Estate Officer JDA Mr. Chander Seikher on his mobile number 8196040008 with respect to their pending applications so that they are able to complete the entire process timely.

इस सम्बन्धित और ज्यादा जानकारी देते डिप्टी कमिशनर घनश्याम थोरी ने बताया कि प्रशासन की तरफ से हरजीत सिंह को 16 अगस्त, 2018 को लायसैंस नंबर 622 /ALC -4/LA जारी किया गया था, जिसकी अवधि 15 अगस्त, 2023 तक थी।

उन्होंने बताया कि कमिशनरेट पुलिस जालंधर से प्राप्त जानकारी अनुसार फर्म ख़िलाफ़ थाना न्यू बारादरी में ऐफ.आई.आर नंबर 31 और 33 सहित दो एफ.आई.आर.दर्ज है।

घनश्याम थोरी ने आगे बताया कि आरोपियों को 4मई 2022 को कारण बताओ नोटिस जारी किया गया था, जिसका जवाब प्राप्त नहीं हुआ, जिस कारण प्रशासन की तरफ से उसका लायसैंस रद्द कर दिया गया है। बता दे कि प्रशासन ने पहले 19 मई को मैसर्ज सार इंटरप्राईज़ज़ को जारी किया लायसैंस भी रद्द किया है।

 SEEKS STATUS REPORT FROM COMMISSIONERATE AND RURAL POLICE BESIDES DIRECTIONS OF REGISTRING CASES

JALANDHAR, MAY 29-(NIN NEWS):
 
Deputy Commissioner Ghanshyam Thori today asked the police department to register FIRs against as many as 99 colonizers under the Punjab Apartment and Property Regulation Act (PAPRA) for developing illegal colonies in the district in the last two years. Of these, 12 colonies fall within the jurisdiction of commissionerate police while remaining 87 in areas under SSP Rural.

The Deputy Commissioner who is also holding the additional charge of Chief Administrator of Jalandhar Development Authority (JDA) has sent a compiled list of unauthorized colonies that camp up during the last two years along with letters sent by the JDA to lodge FIRs against the owners of these colonies. The JDA had written to both Commissionerate and Rural Police about the mushrooming of illegal colonies falling within its jurisdiction; now both the authorities were asked to inform as to what action have taken on the reported illegal colonies, said the deputy commissioner.

 The DC said that the commissionerate and Rural Police have been directed to ensure registration of FIRs against the colonizers mentioned in the comprehensive list, if not lodged so far and intimate the district administration of the action taken by the police. He further mentioned that the applications of the colonies mentioned in the list were dismissed by the JDA on account of not depositing requisite fee and documentation under the regularization policy, following which the police department was time to time asked to take legal action as per the provisions of PAPRA Act.
 

Mr. Thori reiterated that administration would leave no stone unturned to rein in the practice of unauthorized colonization in the district as a drive against such activities has already been launched by the authorities concerned with an illegal colony that was recently razed down in village Dhadda. He said that these colonies not only caused huge loss to the state exchequer but also inflicted fraud on the people as residents of these colonies suffer problems due to the lack of basic infrastructure like electricity, road, drinking water, sewerage system besides others.
